Does anyone h\ve any inof on adding the above to all outbound email in
exchange? Preferably not by buying third party additional software!??

Well,

MailEssentials have a freeware version that includes a disclaimer
option. http://www.gfi.com/mes/mesfreeware.htm

They also have some sort of anti-spam, but if you want anti-spam that
works you should give ChoiceMail a try. There is no built in disclaimer
feature (there is enough $50 or free products for that out there), but
the gateway/permission based approach with build in web server really
takes care of the spam. It can also be applied to selected email
address and there is a 14 day free trial.
I had to promote it a bit (look at my signature :) ), but you should
really give a try to both programs and see which one works better for
you.
If nothing else - you can end up with free mail essentials version that
will take care of your disclaimer.
