Anybody would like to share your opinion and perception with subjected
matter ?

What's the different between the terminology of Software Engineering &
Software Development;
I have a little confuse while working on my Request for Quotation
documentation.

Doesn't it any difference ?

Software Engineering is a much more involved concentration. A Software
Engineer usually designs and builds very low level systems using low level
tools to do so that speak directly with hardware or some other aspects of
computing. For example, the build Operating Systems, Programming Language
Compilers, and Drivers. A Software Developer, on the other hand, may very
build Applications that run on top of the systems built by the Software
Engineer and may use tools to develop that are also built by the Software
Engineer. Say Outlook, IE, PhotoShop, database systems application and the
like. And that's my 2 Cents. :-)

Low level? Anyone that does software development can produce "low level"
code using various DDK's. The most talented programmers are games
programmers (but they lack interface skills unfortunately).

Anyway, Software Engineering would imply the process of
design/specification. Software Development would imply the implementation
of the design/specification.

Both are very important and should be separated, however, only in large
companies with plenty of resources are the two tasks separated -- most
Engineers are Developers also as the Tech industry becomes less and less
relevant and the real estate industry booms.
