Under Site Settings, there should be an item called Site Master Page Settings
right?

My domain account part of an "owners" group with Full Control permissions.
Shouldn't I be able to see this setting or am I missing something here?

The option is called Masterpage and is the op option in the second
column of the "Modify all site settings"-screen.
You can also get there by appending /_Layouts/
ChangeSiteMasterPage.aspx to the root-url (e.g.
http://<server>/_Layouts/ChangeSiteMasterPage.aspx)

It could be that you are not a site collection administrator if you
cannot access this page.
