If an upgrade to a prior version and you used the option during the upgrade
to backup the existing system, then uninstalling can be accomplished through
the Control Panel under Add & Remove. Otherwise, the only way back is to
backup your data, format and reinstall the other operating system to a clean
hard drive.

DirectX is considered a system component once installed, and is therefore
uninstallable. However, if you search at google.com for "directx
uninstaller", you will find that there are many available. I do not
recommend any of these, nor can I vouch for any of them, but I do hear that
most work well.

Nope, none at all in a Win98 system.
