What the hell happened to this forum? I used to be able to find answers to
my computer problems here, but now it's like a parallel universe of
kindergartners calling each other names. Where can I find out why my "low
battery alarm" does not sound when it is programmed to? And please don't
tell me not to end a sentence with a preposition!!!

Its not supposed to sound in Vista unless you have 3rd Party Software.

A couple possibilities. Do you get a popup?

If so, then this is by design, Vista no longer plays a sound here.

If not, then set your threshold higher, not all hardware can indicate a
5% threshold, some hardware goes from 10% or even 15% right to off.

Yes, I do get a popup. But when I right-click the desktop, then click
"personalize", under "sounds" I can program which sounds to play for each
listed event. I just thought that should work, but I guess it doesn't.

There is a relatively small group of folks who use these forums as a
playground, and they have succeeded in driving a large percentage of
knowledgeable folks away. For some time they limited their activities to
the Vista General group, but now they are showing up in other places. A
