my problem is this:
i have blocked startup programs and when i right click the icon, and go to
"show or remove blocked startup programs" the Software Explorer of Windows
Defender shows up. from there i go to the blocked program and i want to click
Enable... so it doesn't get blocked anymore... but all three buttons
"Remove", "Disable", and "Enable" are gray. in other words, i cannot click
those three buttons. some programs i can click all of the buttons but on some
i cannot. how do i fix this so i can Enable my programs to run at startup?

Hello,
for me, this happens very often, but if I wait until Defender has proceeded
those programs, the buttons should be enabled again. Additionally, a click
on "Show for all Users" could help.
Which programs are having issues in detail?

Thank you for the Show for All Users. The buttons work now and the programs
are enabled but they are still blocked from starting at startup. the programs
are AVG Control Center (an anti-virus program's feature) and SSBkgdupdate
Application for Scansoft's Paperport. by the way, what do you mean by "if I
wait until Defender has proceeded those programs, the buttons should be
enabled again" ?

Hello,
sometimes (maybe it's only my computer), it takes some minutes for Defender
to receive the programs' status and display it ("blocked", "permitted"
etc.). Normally, it should be fast, but for me it's often very slow.
In your case, I'd turn off Windows Defender completely, if I had another
(better) antivirus and spyware program. You should be safe without Defender
(I started using Live OneCare and it turned off Defender automatically).

Greetings,

the weird thing is that its really fast to get the status. for both programs,
the status is "permitted" but they are still blocked at startup. the
notification window still pops up and says these programs are blocked, even
when defender shows "permitted". also, Live OneCare seems amazing, but it
costs money. i wouldn't like to pay because my computer is completely safe.
its just that the message keeps bugging me.

It sounds like you are running into this:

http://blogs.msdn.com/uac/archive/20...23/715265.aspx

Programs that require elevation (i.e. a UAC dialog box) are blocked from
running when a user logs onto the computer. This is to stop the poor user
experience of having to type your admin password multiple times after you
just typed your user password to log in.

You cannot change this behavior, so you either need to get Vista-compatible
versions of the programs that are being blocked or configure scheduled tasks
for each blocked application:

Hello,

I made a utility that will allow you to unblock some programs that
Windows blocks from starting because they require permission to start:

http://www.jimmah.com/vista/download...punblocker.zip

The program works by translating the program startup to a scheduled
task, as Sean explained.

I use a program called WinUtilities on Vista as administrator. It is
constantly blocked at start up. In windows defender when it is selected the
"remove" and "disable" buttons light up but the "allow" button remains grey.
In StartUpUnblocker when I click the drop down menu "normal (blocked)" and
"don't start" are the only options on the menu. Is there some way to allow a
program like this to start with windows?

I have the same, but the blocked programs include my remote printing, (on the
network), and even MSCONFIG, as well as other programs. I bought the PC from
Sony who say it is necessary to do a complete system restart (going back to
the original configuration when purchased 3 months ago). This is ridiculous -
they must be a fix for this bug. Vista appears to be full of this sort of
thing - I have a history of problems. This has cost me many hours and I do
not wish to have to reload all the programs and various fixes, downloads etc
again.
