Ok here is the situation......

Windows 2000 SBS server had to be rebooted yesterday due to power failure,
when the server came backup nobody could send emails, as soon as they tried
to send a new message Outlook would freeze. if the clicked on the To button
this would also generate a number of errors. Also when trying to open the
Group policy you get a Group Policy Error Saying " You do not have
appropriate rights.

The event viewer logs the following errors:

The Directory Service Referral interface failed to service a client request.
RFRI is returning the error code:[0x3f0].

Windows cannot access the registry information at
\\tcl.local\sysvol\tcl.local\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}
\Machine\registry.pol with (53).

Security policy cannot be propagated. Cannot access the template. Error code
= 3.

\\tcl.local\sysvol\tcl.local\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}
\Machine\Microsoft\Windows NT\SecEdit\GptTmpl.inf.



The Group Policy client-side extension Security was passed flags (17) and
returned a failure status code of (3).

I am sure most of you are shouting CHECK THE BINDINGS ! But I have checked
and rechecked and they appear correct. It is not a mulihomed Server, only
one NIC, nothing complicated.

Any ideas? Other than check the bindings ?

Can you browse to:

\\DomainName.Local\SysVol\Policies

in Your case:
\\tcl.local\sysvol\tcl.local\Policies

From your servers and PCs?

If I'm not mistaken Netlogon uses DFS to point clients to GPOs. When I've
seen problems like this they have usually been DNS related. Make sure that
you have an A record with no host name that points to your DCs in the
Forward Lookup Zone for tcl.local.

Hi,
Thanks for the reply, I can't browse to
\\tcl.local\sysvol\tcl.local\Policies or to \\tcl.local even however I can
ping tcl.local. There is an A record in the forward lookup zone which points
to "Same As Parent Folder".
I thought about DNS but all looks sweet, no errors in the DNS log and I can
ping by FQDN.

Getting frustrated now !
Can someone please rescue my bank holiday weekend !!

It might be Exchange, take a look at this:

The other thing that I've seen happen is that the Exchange logs will get out
of whack and you need to run eseutil (from the ExchSrvr\bin dir) to get them
recovered.

Are all of your Exchange services running? If you sort your services by
Startup Type are all the Automatic ones Started?

Hi,
Thanks for your continued help. I don't think it is exchange itself or
exchange on its own because I can open up OWA and send emails no problem,
and there is that problem of Group Policy editor not opening.

BTW All exchange services are running and have been restarted numerous
times.

Any other ideas ?

Yes, I know you have fixed it by now but this has happened to me twice this
week on two separate SBS 2000 Servers.
