Master Page Link under look and Feel

I'm trying to find the Master Page Link under look and Feel but I
can't. The server has only wss 3.0. It doesn't contain MOSS. I tried
searching other posts and they said enable the publishing features but
I couldn't find any publishing features. Some told me to create a new
site collection with the team collaboration template and I'll find it,
I did that and I never find the publishing features.

My main problem now is to find the Master Page Link under look and
Feel so that I can select my custom master page to the site.

Publishing is a Feature of SharePoint Server and is not available in WSS.
With WSS you only have one Master Page. If you want to make changes to this,
you will need to do it through either Designer or Visual Studio.
